Overview
We are seeking a highly experienced and strategic Project Director/General Manager to lead a pioneering Public-Private Partnership (PPP) Special Purpose Vehicle (SPV) for a hospital project in Saudi Arabia. As the first PPP hospital project of its kind in the country, this role requires a dynamic leader with extensive project management expertise, PPP experience, and strong general management capabilities.

Responsibilities
Strategic Leadership
- Develop and implement strategic plans to ensure the successful execution of the hospital project.
- Align project goals with the overall vision of stakeholders and Saudi Arabia's healthcare objectives.
- Foster strong relationships with government entities, private sector partners, and other key stakeholders.
Operational Management
- Oversee all aspects of project implementation, including construction, commissioning, and operational phases.
- Ensure compliance with regulatory requirements, project timelines, and budget constraints.
- Identify, manage, and mitigate project risks to ensure timely completion and adherence to quality standards.
Financial Management
- Develop and manage project budgets to ensure financial sustainability and profitability.
- Oversee financial reporting, auditing, and compliance with PPP contractual obligations.
- Negotiate and manage financial agreements with stakeholders to maintain project viability.
Stakeholder Engagement
- Serve as the primary point of contact for government agencies, investors, and other stakeholders.
- Facilitate communication and collaboration among project partners to ensure smooth execution.
- Represent the project in high-level meetings and discussions with government bodies.
Team Leadership
- Lead a lean team of professionals, including project managers, engineers, and administrative staff.
- Foster a culture of excellence, innovation, and continuous improvement within the team.
- Mentor and develop junior team members to enhance their skills and career growth.
General Management
- Oversee the day-to-day operations of the SPV, ensuring alignment with strategic objectives.
- Develop and implement operational policies and procedures to optimize efficiency.
- Ensure compliance with health and safety regulations and maintain a safe working environment.
Ideal Candidate will have:
- Experience: 10 years of experience in managing large-scale infrastructure projects, preferably in the healthcare sector or PPP projects. Prior Middle East experience is desireable.
- Skills: Strong leadership, strategic planning, project management, financial acumen, and excellent communication skills.
- Education: Bachelor's degree in a relevant field (e.g., Engineering, Business Administration); an MBA or equivalent is preferred.
- Language: Fluency in English; proficiency in Arabic is highly desirable.
Salary
- NET Monthly salary based on experience, qualifications and interview. However a market indication for such a role would be around 80-90k SAR per month all inclusive.
